Only 10km? Not very deep. It must have been quite a shaker.

Officials of Iran's seismological institute told Reuters the earthquake was centred about 115 km (71 miles) southwest of the city of Qazvin, which is west of the capital Tehran.
State radio said an aftershock from the main quake had caused damage to 40-50 percent of houses in villages near the town of Avaj, south of Qazvin.
Earthquakes are a regular occurrence in Iran, which is crossed by a number of major faultlines.
An earthquake measuring four to five on the open-ended Richter scale can be powerful enough to cause heavy damage in populated areas.

This earthquake was Allah's way of punishing America (just like the earthquakes that hit Afghanistan a few months ago).
