Philadelphia, by all accounts, looks as if it's been run by Ithaca's Common Council for generations.
Philly, famously, is a major city with urban gentry, a college scene, excellent road and rail connections, and it has managed to actually lose population over the last couple of decades, as every other urban center in the region has gained.
