You are right. I forgot her complicity in the fraud -- I initially thought she was innocent, and merely processed fraudulent documents for the licenses, unaware that they were fraudulent.

I tend to doubt she knew what they were planning, though. Maybe they just found her price, and she couldn't say no. In any case, a horrible way to die.
