If Treasury Secretary Paul O'Neill can bring rock-star Bono to Africa and Her Britannic Majesty can bestow a knighthood on Mick Jagger, it's hard to fault Kofi Annan, the United Nations secretary-general, for establishing his own celebrity diplomatic corps. Certainly you can't beat the fringe benefits: Giorgio Armani, an "ambassador of goodwill" for the U.N. high commissioner for refugees, even designed special sweatshirts for the agency.
