What did the FBI know of possible terrorist attacks before September 11? The CIA? The White House? President Bush's dog Spot? The media and Congress are demanding answers, and not without reason if the purpose is to try to ensure terrible mistakes aren't repeated.

Part of the reason these laws were enacted were accidents such as Chernobyl and the 1984 chemical release in Bhopal India. "What if it happened here?" you know. These plans are supposed to help local emergency response personnel prepare, and the idea probably has some degree of merit...if there are no terrorists using them for ideas.
