Ricks and the FBI tried to falsely claim that JD #2 was a mistake and was TOdd Bunting who the FBI cleared. This is deliberate misdirection and word parsing and game playing by the FBI. The FBI likes to re-write history to save their butts.
The problem is that the FBI sketch artist Jean Boylan says in her book "Portraits of Guilt" that she made the JD#2 sketch for the FBI with OKC witness Debbie Naganashi who worked at the post office near the Murrah building.
