It is logical to assume the LEOs determined the sister did not see the abductor's face. Using an inaccurate sketch would be extremely counterproductive, introducing misinformation into the investigation.

There is no reason not to have a sketch done -- none whatsoever. If you decide not to release it, fine. That's a different call. But get the sketch done. Even if the little girl didn't see the face, which is very much in doubt, she could still give meaningful information about body type, etc. Sketch artists are expert at tweezing out information that the witness did not know that they had or did not intend to divulge.
