I haven't said it yet, and haven't read it yet, but I may as well get my theory out there.
A ransom note has indeed been recieved, along with instructions not to tell the police. The family and the police are trying to keep up the appearance that the police have not yet been informed. Hence the disjointed strategies and suspects that don't match the description.

All the rest is smoke and mirrors. And of course, a sketch of perp totally unnecessary when they already know who it is. Many little pieces fall into place when you postulate that they know who took Liz, but do not know where she is.

Your theory is exactly what my sis and I discussed this afternoon. The famiy keeps saying "let her go," like they know someone is holding her. The dad said "check your basements" for the same reason. Something is not being revealed, and I agree that it must be a ransom note. I pray the girl is alive and is returned that way.
