No. The Congress has the power to declare war. They cannot pass a resolution suggesting that the President has the power to declare war. The power of Congress does not include giving themselves more power or less power than the Constitution dictates. The Congress is obligated to declare war if they believe that the President is justified in carrying out a war against an enemy. That is their duty.

Did Congre$$ tell Bill Clinton to wage war in the 90s when embassies were blown up? Did Congre$$ ask Bill Clinton to wage war when the USS Cole was bombed?

And now, that we have been attacked on our own soil, Congre$$ wanted to declare war but was asked not to. It seems something doesn't jibe depending on who is in power and whose ax is being sharpened.

Bush shows resolve and all the Constitution supporters and War Powers foes cry Foul. I love it .. Hypocrisy? Maybe...

Either way, The terrorists will keep coming. This argument is a mute point.

You have a very different interpretation of the Constitution than Founders Adams and Jefferson, and Justice Story.

It might be interesting if you would explain why you consider your's is superior.
