Im a realist, not a legalist, altho those lines smudge together. What I see in here doesn't add up to me re: we need a formal declaration of war. I don't think we can agree becuz we just can't. I hear your argument but it seems whiney to me . No disrespect but we were attacked on our soil. Congress has no stated power to declare peace. We have already suffered because there was no way to hold Congress accounatable for ending an undeclared war or for committing the resources of the nation to "winning" it.
