WASHINGTON -- A fledgling aircraft builder from New Mexico wants Congress to make it eligible for federally backed loans that were created for airlines after the Sept. 11 attacks.
In so doing, Eclipse Aviation Corp. helped ignite an unusually nasty fight on the Senate floor between Sens. Pete Domenici, R-N.M., and John McCain, R-Ariz. It also highlighted behind-the-scenes efforts that often characterize Congress' work, in which provisions often pop up on seemingly unrelated bills.
