....what BETTER place for a terrorist "safe house", than a big hotel? Having people coming and going at all hours, carrying luggage and boxes would not seem out of the ordinary. It would be really hard to keep them under surveillance without the cooperation of hotel staff (who might be in on the deal), etc, etc.
