I maybe grasping at straws here to defend Strieber's premise but maybe the Japanese didn't investigate the short selling activity that Whitley Strieber refered to in his article:
Short-selling in breach of the Law -- In November 2001 the Branch executed short-selling of stocks on its own account without legally required disclosure of the fact. . .
I would assume that if someone had prior knowledge of Sept. 11th. they would have had to act on it on Sept. 10th or earlier.

Yeah!, that's the ticket! The Japanese are always a day ahead of us because of the Intl' Date Line.

However, we did nail him hard for the mis-spelling of "Salomon".
