Absurd. Mothers with children take welfare payments because their husbands are in jail for criminal convictions.

Welfare payments are not made because someone committed a crime. The wife or girl friend of a convict might receive welfare payments because she may qualify for the government program. The payments from to the families of suicide bombers are made precisely beacause that family member murdered or attempted to murder others by exploding a device he was wearing. These payments by Islamic "charities", Iraq, Iran, etc. are explicitly compensation to the families. Any family member who chooses to take such payments is an accessory to the crime of murder.
