I am not surprised that Florida is number one in the world. That's because of all the coordination that has been going on for quite some time, even before 9-11. My brother is part of the EMS system in Pinellas County which is a model for the world as well.

Maybe it's because of Hurricane Andrew or the elder population, but emergency preparedness here in Florida is TOPS. And, this is a mention from the Associated Press. Are they waking up? Have they now been Jebutized too? LOL
