I looked at the FAQs for MSN and there's no mention of web hosting there. If they had it, they'd be touting it and answering question on how to do it, so it's a pretty good bet that it's not something they offer.

I had checked out their site as well and couldn't find anything. I thought it was me, but now that you mention it you are probably right.
