We don't live in a police state, yet. I can't see that he broke any laws. He did unwise things, but nothing illegal. Cops may request you remain in your car, but is there a law that specifically says you have to?

In 1998 it took me almost two weeks to chase down a Maryland State Police officer Michael Kinhart from the Berlin Barracks to serve him with a federal lawsuit naming him as a defendant in a civil racketeering.
The barrack commander and his fellow officers at the Berlin MD. State Police Barracks were trying to hide Kinhart from my process server, but by accident we eventually found Kinhart and served him the lawsuit in which he was named a defendant.
The charges were dropped by the Worcester County state's attorney's office Oct. 1, 1999.
