That's scary enough...but I heard that stuff in cargo ships will come in on a boat
past the port of New Orleans and can go as far north as navigable on the Mississippi
(I don't know the northernmost landing) before it is finally subjected to Customs inspection.
If this is actually true, it's no problem shipping the terrorist's witches brew
(radioactive or biological/chemical) well into "America's Heartland".
It's not just the coasts and D.C. in peril, that's for sure.
