The "dried bodily fluids" make no sense unless they're from Chandra. The running tights were reportedly knotted. If the fluids were in the crotch area it's improbable that the attacker would have put them back on her after raping her, then took them off again and tied her up. He would have taken them off and tied her up and then raped her.

Unless....one or more of several possibilities ocurred.

Sex with another person before being assaulted. (I actually think this info was leaked to put pressure on Condit to admit contact with Chandra that day.)

The rapist/killer had sexual contact with the victim before removing her running tights. The polite term would be "rubbing". This is not at all beyond the pale

The rapist tore or cut (with a knife or other implement)the tights and had sexual contact with her prior to enjoying more toture and rape, with Chandra bound.

Rapists who like to choke and bind their are of the sort who like to terrorize their victims with knifed, who enjoy cutting off their clothes, tickling with the knife.
