How about giving Inspectors at the Ports of Entry the right to deny people admission into the US on the grounds that "this person is not right" It is very hard to deny someone entry: the INS has to charge an applicant for admission with GROUNDS of INADMISSIBILITY in order to send them home on the next flight. There have been tens of thousands of persons who were admitted even though the Inspectors REALLY do not want to admit them, (based on instinct, survival instincts)but yet they HAVE to admit these persons. In the UK and Japan, they refuse people entry with 1 piece of paper, for any reason what so ever. In the US, it takes an Inspector multiple layers of approval from higher management, and a huge amount of paperwork that takes up to 3 hrs to complete. Our hands our tied at the borders. Also, foreign nationals are working in our consulates, giving out non-immigrant visas... Also, the asylum and refugee programs are filled with FRAUD. Also, once people are admitted to the US, there is no system in place to track them, other than an address given on the I-94, which is not verifiable at all. The system is currently set up to protect the rights of non-citizens at the expense of tax-paying law abiding US citizens and residents.
