Income tax, services taxes back on House floor

A bill to create a state income tax and another to expand the sales tax are back on the House floor. The income tax plan was moved to the floor Tuesday after bills dealing with TennCare and the state budget process were approved in committee.
Income tax supporters hope the reform bills will sway an extra handful of votes into their corner. The House Finance Committee also passed a bill authorizing the General Assembly to use reserve funds to balance this year's books. That would make nearly 700 million dollars in state-shared taxes subject to annual appropriation, instead of being earmarked for cities and counties.
Another bill approved in committee would fund departments based on how well they met goals and objectives set by the state. The services tax bill was also moved back to the floor.
The House convenes its next floor session Wednesday morning.
