Under the new arrangement, Russia will have more authority in the new body than in an earlier, less formal arrangement set up several years ago to try to nudge Moscow closer to the West.

Even so, its future involvement will be limited to certain areas. They include crisis management, peacekeeping and such military areas as air defense, search-and-rescue operations and joint exercises.

Russia is the dearest of allies and the worst of enemies...choose wisely and allow full membership and other incentives for the population...it is an elected government after all.

And before anyone says anything about human rights, lets see...Czech and Hungary both practice a lot of direct government discrimination against their minorities, especially Roma...and in Hungary Romanians. The other candidates, like the Baltic nations are all quite racist against the Russian minority...in some places like Estonia Russians make up 38%. Georgia has some of the worst possible records, period.
