Bob Dornan was referring to the book "Judicial Supremacy: The Supreme Court on Trial" which makes the case that Article 3, Section 2, Clause 2 of the U.S. Constitution gives Congress exception authority over Supreme Court rulings in cases where a State is a party. Although I'm not sure what it would take to make this happen, it would certainly rein in our run away judiciary.
