Honolulu police aim to issue more than 6,000 traffic tickets through a special seat-belt enforcement program beginning today, but officers do not have to meet any specific ticket quota per shift, officials say.
The goal of the "Click It or Ticket" program is to increase the percentage of drivers and passengers who wear seat belts, rather than to issue citations, Honolulu Police Department spokeswoman Michelle Yu said.

officers do not have to meet any specific ticket quota per shift They don't have to meet a quota per shift. If they miss the average one day, they can always make up for it the next day. No shift quota doesn't mean no week or month quota.

Whups. Keyword "Speed Traps" is from the ill-fated and quickly recognized "Traffic Cam" fiasco, the attempt to take the pictures of speeding vehicles and send tickets to the registered owners, an obvious attempt by previous legislators for a cash grab by those politicians and the camera operators.
Since that did not work, this new Gestapo roadblock attempt will be much more difficult to deal with.
After all, "it's all about the kiddos", isn't it.....
WE (HAWAII) HAVE A GAS PRICE CAP NOW!!! AREN'T WE THE LUCKY ONES? Somebody please help. What happened in Calipornia when the free markets were abused by Big Government?

I think it's pretty much nationwide. Congress pulled one of those "pass this new regulation or lose your highway funding deals" to get this law enacted. (bastards)

We no longer have a federal republic, we have had a national gov't since 1865;it just takes longer if you put all the controls in slowly.
No state can affford to lose the federal dollars in highway funding (of course those same federal dollars came from the states taxpayers).
The power to tax is the power to destroy; this explains why some of the Founders resisted replacing the original gov't with the current Constitution.
