Heck, even here in the US the Democrats love the idea of passing out free needles. "Decriminalize" heroin, and I guarantee the rats will be handing out heroin. So, go for it, if that's what you want.

If it's the choice between that and them occupying a jail space, which contrary to popular belief isn't free, than I'd prefer for the latter option, even though both options suck.
