The Taliban certainly knew of the threats that the U.S. had made in the unofficial negotiations going on in Berlin over the spring and summer of 2001 that are detailed in the opening chapters of Ben Laden: La Vérité Interdite, by Jean-Charles Brisard and Guillaume Dasquié. That, I suspect, is what determined the timing of 9/11.
