Percentage-wise? Yes. Gary is on par with Miami, New Orleans, Baltimore, Oakland and a number of other larger urban areas. It is down over the last few years, however.
The crime rate there is still something that keeps the local constabulary busy. My brother gets to play with the felons regularly. He heads up the probation department for the city. He tells me that while the rate of gang crime is still up there (as compared to when we were younger), it is on the decline there, simply because the gangbangers are moving on to other areas.
I always get kick out of how New York City is generalized as such a dangerous place. I'll take Manhattan and most areas of Brooklyn and Queens before downtown Baltimore any day.
