Kitzhabers says U.S. failing salmon porsdalb

PORTLAND, Ore. (AP) -- Gov. John Kitzhaber said the federal government has failed to carry out most of the measures it promised when it decided against breaching the Snake River dams, and those failures will hurt salmon recovery throughout the Northwest.

Moreover, Kitzhaber said Tuesday that the Columbia River Basin might soon mimic the Klamath River Basin, where hundreds of farmers lost irrigation water last year because it was held back to protect endangered fish.

"We are headed for the same future in the Columbia River Basin -- an environmental, economic and community crisis," Kitzhaber said at a conference in Spokane, Wash., presented by the Sustainable Fisheries Foundation, a nonprofit organization.

Kitzhaber's remarks were the first time a state or federal politician publicly criticized the U.S. government for not taking actions it had promised after deciding not to breach dams.

Kitzhaber, in an interview with The Oregonian before his speech, said he wants federal officials to know that unless they make stronger efforts for salmon they could be forced to again consider breaching dams.

"The purpose of this speech is to say that if something doesn't change dramatically, we're going to be driven back to the debate (over breaching dams) we were in two years ago," Kitzhaber said. "This is a wake-up call."

During his speech, the governor called it reasonable to consider breaching four Snake River dams, removing their earthen portions to allow the river to flow unimpeded.

"Breaching emerges as a responsible and cost-effective option," Kitzhaber said. "It is not the only option, but it is a responsible one that should not be disregarded out of hand."

The National Marine Fisheries Service, the federal agency in charge of restoring salmon and steelhead listed under the Endangered Species Act, ruled against breaching the Snake River dams in December 2000, after studying the matter for five years. They released an alternative plan, labeled "aggressive non-breach," that called for leaving the dams in place while implementing significant steps that include restoration of streams where salmon spawn, reform of hatcheries to reduce harm to wild fish by hatchery-born fish and increased fishing restrictions. The federal plan says breaching should again be considered if specific goals are not met by 2003, 2005 and 2008.

Federal officials said their salmon-saving plan is on track. They said last year's drought set things back but urged patience.

"I don't think it is surprising that we weren't able to do everything we wanted to do, it would have been miraculous if we had," said Brian Gorman, a fisheries service spokesman. "But the beginning of any journey is always the hardest part."

But Kitzhaber, in his comments to The Oregonian, said the Bush administration is proposing to spend $506 million on salmon recovery in 2003, which Kitzhaber said is only 55 percent of what fisheries service officials calculate is needed.

I have to agree there. If we get a "Clintonian" administration and congress, someone will "invent" a crisis and creat economic chaos for the water users along the columbia and its tributaries. The target continues to be land ownership and capitalism. Only a "benevolant" socialist government can protect the earth.

I was saying last year that the electric suppliers and the environmentalists appeared to be working together to raise the cost of electricity and maximize profits. Everyone seemed to think that was a pretty radical theory, but yesterday we learned from a leaked memo, that BP was doing exactly that, pushing environmental regulations which would slow production and supply. If BP was doing it, why wouldn't the electric companies be likely to try the same scenario?

I am not sure, but in the heaadline I posted with the article by copying from 'view source' shows a typo making Kitzhaber plural. I was puzzled too, and I corrected it as well as added to the title so non-Oregonians would know who he is too when posting this.

Kitzhaber is indeed a lame duck. The race for the governor seat is already getting heated here, with plenty of canidates on both sides out there running for this office.

Katzslobber, is the boy wonder poster governor for the enviral whackos, who hate anyone who dares to live in Oregon, drive a vehicle and use electricity except the enviral elites.

If the Oregone salmon population continues to expand, you will be able drive across the backs of salmon in the rivers and not need a bridge during spawning season.

The Springer King Salmon run this year is the best in decades.

There were so many Coho's/silver's in the fall run in Oregon last year. If a fish and game person saw you releasing a hatchery fish, he was tempted to beat you, arrest you and cite you for not killing a hatchery coho.

I released a beautiful hatchery hen coho last year full of eggs and was basically chided by a Oregon F&G er for releasing the fish. I told him that I was leaving the area that afternoon and did not want the fish to spoil if I killed it. He gave me a look like so what, we have a million right now in the system. Of course he probably had to kill that hen with a baseball bat, later in the fall up stream, her and several hundred thousands of her sisters and brothers.

Most Oregone streams and rivers had the best summer/fall and winter steelhead runs in decades. I hear that the summer steelhead are back in the lower Rogue in large numbers even in April. The Rogue's springer kings and the Columbia springer kings came in at record levels or at least in decades going back to the 1950's. This is inspite of evil people daring to live and make a living in Oregone.

Katznslobber is a leftist lying enviral Rural cleanser. He has personally driven more lumber jobs and other Oregon jobs/businesses out of business in two years than the Islamic Terrorists could do in a decade of weekly attacks.

Katznslobber and his ChiCom counterpart in Washington sometimes make Davis look like a piker re destroying the economy as per their Enviralist Nazi Masters!

Last but not least, Katznslobber had to buy his way through medical school and skip all of the science courses to become a MD. He has totally ignored the good science that there is no difference between the DNA of a hatchery salmoniod and a wild salmon. If he goes back to Medicine with that attitude, I hope that only enviral nazis go to him for treatment.

Katzslobber how about allowing your state police to gather evidence to arrest the eco terrorists in your state, the ALF'S, ELF'S, PETA'S and God knows what. Also, your state thanks to your pro Islamic stance has become a haven for illegal Middle Easterners. Are you still blocking the questioning of these potential terrorists. Stop worrying about the salmon, they are doing fine. Worry about the people with jobs and at potential risk due to eco terrorism or Islamic terrorism!

These stupid anarchists need to up date themselves. The guy who now owns Freddie is a super rich friend of Bill, the bent one. He funds more liberal causes than our senate does.

Taco Bell is a target of the PETA freaks and their eco terrorists who operate with no problem in Oregon, the ALfS and ELFS. Since Katznslobber became governor and protected these valiant eco terrorists, 60% of the alfs/elfs eco terrorism has been committed in Oregon. If you are an eco terrorist, it pays to be loved and cared for by your governor, the one and only Katznslobber. So you can burn down lumber businesses and other targets with no problem nor worries about being caught and going to jail.

Then, last but not least the anarchists in Eugene and their Portland group haven't burnt anything for about a year. Who knows what they will do. Maybe they hop a plane and burn and loot Seattle again!
