S.975 is for providing federal funding for Smart Growth. For a basic defintion of Smart Growth see my post

The purpose of the bill is to accelerate local and state Smart Growth initiatives (Smart Growth is very expensive to administer, many juridictions can't afford it), and at the same time roll it under federal control to ultimately create a socialist, centrally planned economy.
