Wouldn't 1.6 billion hungry Chinese teleporting around still be 1.6 billion hungry Chinese? Cannibalism seems a simpler solution, and the technology already exists.

The Swift solution? Seriously, China is about the size of the U.S. (app. 3.6 million sqare miles). It only uses about 1/10 of that space because so much of it is desert (Mongolian being one). All they really need is water and freedom. Water might come from regular dam storage, desalinization, or even air wells (The Great Wells of China?). The freedom part is the hardest.
