This would put an airbase within range of the Sprately (sp?) islands and the Strait of M**? where the oil tankers go thru to deliver oil to Japan. This could almost be a move on china.

Nah, way tiny for that. If we are going to do anything about China from the PI we'd need Clark and Subic, and they are gone for good.
