Sci Fi tax to support NASA? How about romance novel tax to support our divorce courts? Or maybe mystery novels to subsidize the police?
This is probably the silliest idea I've heard in awhile...... and it's a Republican candidate with this taxing idea!! If he gets elected I'll be REALLY scared.....

It would be unconstitutional. Taxation is a form of control. Taxation based on literary content would violate the First Ammendment.

Taxes are usually a bad thing, and NASA could use some 'reforming', but, if this tax were enacted, and poles were taken of all tax victims, you would probably see the most affirmative response for this sci-fi/NASA tax.
My personnal opinion is that taxes should be simple and obvious, and this would not qualify.

Actually an interesting idea.
The thing is that the government lumps all their funds together. If they set up an enterprise fund and let NASA subsist off that alone this might work.
