Why didn't they just arrest the man when he was out in town. There have been people who stated he was in town usually once a week.

That is the obvious, honest and pertinent question. But, I do believe in the old addage of..."Hindsight being 20/20".

I truly believe that they just SCREWED-UP! Very badly, of course.
