Lepney could even be CIA (pure speculation on my part and I could easily be wrong) since the CIA has had large operations in the Phillippines going back two decades tracking communist and Abu Sayyef operations. This is what Jesse Clear the Pentagon terror advisor told me once in 1996-1997. He says he was blocked by the Clinton Administration from learning more info out of the Philippines
And I got a phone call on a radio program from a man saying he was a CIA contractor in the Philippines (gave no name) and that he had seen McVeigh in the Philippines. Was this accurate info? I do not know.
Could John Leney even have been McVeigh with an assumed name? But I have no proof that McVeigh was ever in the Philippines regardless of what the radio program caller said.
If Leney is CIA I am not suggesting that the CIA did the OKC bombing, but rather that the CIA would have been collecting intelligence and maybe could have known more than what they have let on.
