Are those Chinese missiles accurate even despite electronic countermeasures? Are their launch pads invulnerable to attack?

Electronic countermeasures will not work against the inertial navigation of these missiles. I don't think the US would use any of it weapons to attack China's missile sites, and I doubt that Taiwan had the means to stop them either.
