There is a time and place for assistance to people who truly are unable to work if the disability is not their fault. Each case should be judged on a case-to-case basis. We should not provide support for people who are able to work. "we," at times, get too hard or too dispassionate, and say that there is no reason for welfare. But a humane society should have some provisions for truly needy cases.

That's what "charity" is for.

When money is confiscated from people (under the threat of imprisonment for non-compliance) for the purpose of giving it some other person, that is theft not compassion.
