It's the surprise talker of the spring, an unexpected issue drawing the attention of the mayor and the city council.
Park Street merchants are trying to create Hartford's first special services district - a mile-long strip where property owners pay higher taxes for things like cleaner streets, better marketing and improved parking.
Seeds for the idea were planted years ago at the Southside Institutions Neighborhood Alliance, when Eddie A. Perez ran the organization that works to revitalize Frog Hollow and Behind the Rocks.

This article is striking in terms of the sheer stupidity that is at work in this. These fools have obviously never heard the dictum, there is no nation on earth that has taxed itself into prosperity, yet that is precisely what they intend to do. Not only that, they intend to more heavily tax businesses in impoverished areas, which need the businesses most.
Several things also grate - first, the premise put forward in this article - that increased taxation helps business - is not challenged one iota. There is an obvious socialist orthodoxy which is being clung to at all costs.
Second, the lack of vigorous, pro-business and pro-capitalist alternatives in city government also grates. Where the hell is Hartford's version of Bret Schundler to stand up to this nonsense?
Finally, this apparently shows the limits of imagination in Connecticut government - a government not only in need of reform, but apparently a wash behind the ears and an enema too.

Reagan, the Great Man, cut taxes. These damn fools, much like damn fools like you, believe that a nation can tax itself into prosperity. No nation has ever done that. No, not even Sweden.

Park Street in a $hit-hole amongst holes. While there has been a concerted effort to clean it up over the past few years, it is still not a place that any suburbanite would travel to and feel overly safe or have reason to go there. To be honest, I am somewhat surprised that there is any opposition to the tax.
"It would allow us to take charge of our destiny," Mendoza said.Well, he's got one thing right, it is about control. It is, however, not about taking charge of "our" destiny, it is about taking charge of other peoples' destinies through the compelling force of yet another stupid government program.
Mendoza and his cronies are free to put together any kind of voluntary program they wish by having local merchants get together to try and make their area better. The fact that they have not chosen to pursue a voluntarily entered program makes me think that there are plenty of merchants down there who want no part of this.
He is no better than a busy body condo-association leader looking to impose yet more fees, rules and restrictions on his neighbors.
