I think the American hiring the person illegally should be the one arrested. They should also be fined for all the Social Security taxes and other taxes not paid by their illegal. Also they should be charged for any healthcare and education costs for the illegal and his family because it was that illegal employer who tried to gain the benefits of cheap labor at taxpayer expense.
