Exactly.
In Arizona, seatbelts are mandatory. Yet legally a stop cannot me made SOLELY for observed absence of seatbelts.
But any, ANY other infraction, even out-of-date vehicle license tags, and y'all better damn well have those belts fastened, or you're looking at multiple counts!

In Ohio when they passed that same law years ago they said it would stay that way. Law has been changed. They CAN pull you over for not wearing a seatbelt now. As usual, the government lies. But I do wear my seatbelt while writing my senators and reps here at the statehouse. Many of them have been helpful in the past on problems, and surprisingly I have found many in various areas share my sentiments. But they are often outnumbered. Rep Wise from Cleveland area was one such man and worked with me and others vogoursly to defeat/postpone some legislation (outcome based education).

But again, I do see the points made very well.

I don't know how long Arizona has had that law, but going by the Illinois model, I'm guessing that they will soon be able to pull you over just FOR the seatbelt.

Once they got it passed, it was only a matter of a few years before they upgraded it, and nobody made a peep about it.
