If you were to find yourself on the ATF $h!t list, and they raided your home, I assure you that you would be found to be in possesion of "pipe bombs" also. If you've got an old pipe nipple laying around, a cap or two that fits that nipple, and another material also, (which I will not describe, but is far, far more common to be found in the average home than smokeless powder for reloading) bingo, you've been found in possesion of "pipe bombs."
The term is used to elicit exactly the response you have provided. That's why they use it so often. They know it works on those folks who don't know otherwise, and will parrot their argument that "this guy is obviously a nut! Why would any upstanding citizen have pipe bombs!"
