I think the family he was referring to as "deserving better" is that of the Israeli, who lost his life, i.e. he didn't deserve to die.

In the context of what's ocurring, the Palestinian family may feel that their thanks will be taken as a matter of form, not genuine appreciation. I believe that is what is being conveyed here. I would take that at face value and accept it in a spirit of genuine appreciation.
