Might I suggest "Stars and Stripes Forever" or perhaps the "1812 Overture" played at the same levels the offender enjoys?

I can't remember what city this was in, but I distinctly remember reading a while back about an experiment some store owners did in conjunction with the local police. They discovered that playing the classics like Beethoven and Mozart in their storefront windows was incredibly effective at keeping away street thugs and other undesireable elements. I think one of the windows did get smashes to pieces in the middle of the night however.

I don't remember the city, but it was the 7-11 store chain doing this. And let's face it,the majority of classical music sucks, too.
