They've been waffling. They're going to experience serious difficulty meeting the specifications of the protocol if they ratify it but I suspect that Japanese penchant for honoring your word is causing them some moral dilemna. The protocol was put together in Japan and they've taken some international flak for saying they couldn't ratify it. Hopefully, clear heads will prevail. The Japanese economy clearly doesn't need the further burdens of this thing.
