I don't know what the end result of the situation was, but I think if the photographer took the pictures with the mindset of bringing the perps to justice I think he was being smart. If he had just jumped in the middle without capturing it on film, he would have been peaten to a pulp and nobody would know who the perps are. Of course it would have been a target rich environment for those of us that carry concealed.

Why didn't he jump in after the picture was taken?

The force from his body would have cleared a path amongst the human waste below him, and escape would have been easier.
