What it appears to be is an energy "amplifier." By sending a tiny pulse to two tandem magnetic coils a much stronger flow is generated.

I can believe the patent exists. Scientific American recently ran an article describing the current ineptitude of the Patent Office.
On the other hand, now that the device is officially "protected", what excuse will they hve when it doesn't work? (A bunch, I'll bet, starting with the need for more investor loot)
