No reason why a UN commissioner couldn't have both a house on Staten Island and an apartment on Manhattan near the UN. Remember Mr. Townsend in
North by Northwest. Despite having an estate in Oyster Bay, he always stayed in his apartment in town when the UN was in session.
Of course, we still don't know if the Peter Hansen in the story is the same as the UN guy.
