The term "disabled" is somewhat misleading and confusing IMO. The author's description above leads to more uncertainty.
Post 6 has an article mentioning Hani Hanjour, Khalid Almidhar and Majed Moqed.
It has to do with the assumption of innocence; the only justification to detain someone before conviction is flight risk or threat to public safety. Without the aid of an official with the Dept of Licenses what he knows is available on the internet.
I believe you are right but I haven't followed all of the details of this case either.
I didn't find anything on him when I searched on Google using "Peter Hansen civil engineer New York City", though I only checked the first 10 pages of links.
I had previously searched under "Peter Hansen New York City". I know this Peter Hansen is not the actor, the law professor, or the guy with a ballet company. If he is this Peter Hansen, however, it might explain a lot.

While it seems unlikely they'd be the same person, how much license is taken with the phrase "a civil engineer employed by New York City government"? Is he a lowly full time 9-5er borrowing against his 401K or his home equity, or is he some consultant or board member showing up for a meeting every so often?
It would be interesting if this is the same Hansen that put up the bail money for Hammad.
Commissioner-General of UNRWA
UNRWA's relations with the Palestinian Authority and the Palestine LiberationOrganization continue to be close at all levels, with the PA and PLO supporting UNRWA'sfund-raising for its programmes
Link to UNRWA Peter Hansen writes:
"In a conference room at Headquarters in New York, one cannot even begin to comprehend the effect that any reduction in services could have on the stability of the area........."

I think it is safe to assume that UNRWA's Peter Hansen has at least one residence in New York, since the headquarters for the organization he runs is in New York.
