I understand absolute and qualified being the distinction between the European and American system but you said:

Did it ever occur to you that Bush couldn't care less about House or Senate republicans and their issues? It stands to reason then that he couldn't care less about republican senate or house election campaigns in 2002, either. After all, Bush is said to have only a few more agenda items until the end of his presidency and so why would he need more republicans to bug him to push issues and stir up trouble. All Bush cares about now is being re-elected in 2004 and he will give democrats more than half of everything they want to keep up the lovely tone in DC. If he only knew that being a war president also means running the domestic side of his job.

I will try to find more but the fact remains that Should Bush veto the bill and declare it unconstitutional, it would NOT prevent President Clinton from taking the same bill and declaring it constitutional and sign it into law. That has been done time and again. The veto like the executive order is only as permanent as the person's time in office. If Bush had an absolute veto his declaration would defeat the bill for evermore. At that point a logical argument could be made that he could declare any law that he felt was bad unconstitutional and do away with for example the Brady Bill. The analogy could be with "Jury nullification". A jury can decide that a law is unconstitutional and refuse to convict on those grounds. However it only applies to that single case and does not overturn the law. The only branch invested with the power to decale laws in total or in part unconstitutional as a matter of law. is the USSC

Oh, is that supposed to be a cute little way of cutting down someone who is just expressing their point of view? You seem to have your say enough times as I have lately. Seems to me that used to be a part of the first amendment.

How do you like it when the US pays ransom to terrorists? Does that sound like a good plan to you? Come on, you've had your say on so much, please advise me on money to the Abu Sayyaf.

Actually, the story is in dispute. So far, only FOX NEWS has reported on it and all from unnamed sources. The Phillipines are denying it and the US Embassy is sticking to the policy of no money to kidnappers. So, who knows at this point?

One year from now, if we have a republican senate and house, just see how many conservative issues that Bush will push. I don't think you'll be pleasantly surprised. Why should he care? He will be getting ready for a re-election campaign, himself and won't want to stir up trouble. All these great conservative things that people say he will do once there is a full republican majority on capitol hill is pure lunacy. He will go around the country making speeches and preserving his poll numbers until re-election time.
