"It may make the land you own or contemplate building on a lot less valuable than you thought it was."This is a clear "taking" of private property. It should read "The regulation will substantially devalue your property." People need to get pre-regulatory real estate assessments, then post regulation assessments and make compensatory claims for the difference. "Species protection" is not an exempt regulation that protects human public health or safety.
