"No one knows the full consequences yet," said Bob Storie, president of the Southern Arizona Home Builders Association. "It may make the land you own or contemplate building on a lot less valuable than you thought it was."

This is a clear "taking" of private property. It should read "The regulation will substantially devalue your property." People need to get pre-regulatory real estate assessments, then post regulation assessments and make compensatory claims for the difference. "Species protection" is not an exempt regulation that protects human public health or safety.
