Of course you can derive a moral basis for behavior without a belief in a divine being. Some use it without believing it. Many people out there believe the Earth is flat but live by the physics of a round Earth. It's nothing new.

I did not respond to the question of whether an atheist can be moral. But if one believes that morality results only from human reason/concerns it would be difficult to resist temptations to elevate individual wants/wishes above everything else. Even religious people have difficulty with temptations that transgress their religion's moral codes so without belief in an overarching code derived from God resisting temptation is even more difficult for non-believers if not impossible. This is one reason Leftist dictatorships are so murderous.
